To gain visibility and trust with respect to political and medical authorities, medical schools, colleagues from other disciplines and the public, it might be advisable or necessary in some countries or situations to certify the medical specialists involved in developing or implementing conditionally endorsed training programs for PRM specialists already during the planning phase or at the beginning of the program. In such situations the Jury of the European Board of PRM can grant extraordinary certification to eligible medical doctors under the following minimal conditions:

Requirements for extraordinary certification of medical doctors:

The Extraordinary Certification by Equivalence can be granted to senior doctors of a country to which the rules of the European Board of Physical and Rehabilitation Medicine about Conditional Endorsement of Training Programs in European Countries apply.

A candidate for Extraordinary Certification by Equivalence must fulfil at least the following criteria:

  • Hold a basic medical qualification issued by the National authority acting on behalf of the Government
  • be recognized as medical specialist in PRM by the relevant National authority acting on behalf of the Government of the country in which the candidate works (unless no such recognition has been set up in the country)

or

be a medical specialist in a medical specialty recognized by the relevant National authority acting on behalf of the Government of the country in which the candidate works

  • having completed one of the curricula of special international seminars on PRM organized by the European Board of PRM
  • be recognized as a trainer for medical specialists in PRM by the relevant National authority acting on behalf of the Government (unless no such recognition has been set up in the country in which the program takes place) and considered by the Jury of the EBPRM as having the necessary competencies and attitude for running a comprehensive training program for medical specialists in PRM
  • have extensive/large/significant practice for at least 7 years full time equivalent in one or several fields of physical and rehabilitation medicine (in a country where PRM is not recognized as a medical specialty or where the recognition is very recent, up to 4 years of practice in another recognized medical specialty can be claimed as years of practice of PRM)  
  • have a substantial/significant experience in postgraduate teaching and specialist training
  • be in a leading position of a project to set up and run a training program for medical PRM specialists which fulfils the criteria for Conditional Endorsement of Training Programs in European Countries
  • be author of scientific papers at least in national peer-reviewed medical journals
  • practise rehabilitation medicine within a multi-professional rehabilitation team
  • be responsible for the rehabilitation team comprising medical rehabilitation specialists and at least 3 professions allied to rehabilitation medicine from the following list: rehabilitation nurses, physiotherapists, occupational therapists, clinical psychologists, neuropsychologists, speech therapists, social workers, technicians in prosthetics and orthotics etc.
  • Cumulate at least 45 activity related points from the list of activities below:

Activity related points for Extraordinary Certification by Equivalence:

Clinical Experience:

  • Work in a hospital or private practice as a medical PRM specialist

1.5 points / year and equivalent of fulltime employment

  • Work in a hospital or private practice as a medical specialist in one or several fields of physical and rehabilitation medicine

1.5 points / year and equivalent of fulltime employment

  • Work in a hospital or private practice as a medical specialist in another medical discipline (only in a country where PRM is not recognized as a medical specialty or where the recognition is very recent)

1.5 points / year and equivalent of fulltime employment        up to a maximum of 6 points

  • Practise PRM as a leader of a multi-professional rehabilitation team comprising medical rehabilitation specialists and at least 3 professions allied to rehabilitation medicine from the following list: rehabilitation nurses, physiotherapists, occupational therapists, clinical psychologists, neuropsychologists, speech therapists, social workers, techniciens for orthotics and prostetics

additional 1.5 points / year and equivalent of fulltime employment

Teaching activities:

Formal teaching of PRM subjects to medical students, PRM trainees or students for professions allied to Rehabilitation Medicine for more than 2 years at the time of the application

  • Practice of PRM in a nationally recognized training centre for medical PRM specialists and involved in the clinical education of PRM specialist trainees

       in a training program which will be/has been Conditionally Endorsed by the European Board of PRM (see rules for Conditional Endorsement of Training Programs in European Countries of the European Board of PRM)

1.5 points / year and equivalent of fulltime employment, up to a maximum of 15 points

       in a training centre which has no such endorsement:

1 point / year and equivalent of fulltime employment, up to a maximum of 10 points

Activity in professional organisations of PRM medical specialists to a maximum of 10 points:

  • Involvement in national, European or international professional organisations of PRM medical specialists:

       as an executive committee member or committee chair person

1 point /organisation / year up to a maximum of 10 points

       as a national delegate or expert

0.5 points /organisation / year up to a maximum of 5 points

Activity in rehabilitation or disability related patient’s organisations up to a maximum of 10 points:

  • Involvement in rehabilitation or disability related patient’s organisations (NGO’s) as medical advisor, executive committee member or committee chair person

       Regional organisations             0.25 points/organisation/year up to 2 points

       National organisations              0.5 points / organisation/year up to 5 points

       International Organisations      0.5 points / organisation /year up to 5 points

Publications up to a maximum of 35 points:

  • For publications, credit points are given according to the type of publication, the journal and the applicant’s contribution:

First and last authors receive 100% of the credit points mentioned below, second and second last authors 50%. All other authors receive 25% of the credit points mentioned below.

If the a paper published is PRM related the credit points mentioned below are doubled.

  • For publications of books or chapters in books, credit points are given according to the type of publication and the applicant’s contribution:

Printed MD and PhD thesis are considered as books.

In the case of a voluminous book or chapter the Jury of the European Board of PRM can increase the credit points up to the double of the credit points in the table below.

If a book, chapter of book, thesis etc is PRM related the credit points mentioned below are doubled.
